WTVIII, Inc., and other owners of licensed works, ("Licensor") grants to any person ("User") obtaining a copy of licensed works a non-exclusive, world-wide, royalty-free, perpetual license to view, use, copy, perform, and republish, verbatim, licensed works, subject to the terms and conditions of this General Public License (http://www.xmllegal.org/Legal/GeneralPublicLicense.htm), as amended from time to time. 1. Applicability

3.2.1. Extended and Versioned Schema Must be Normalized

Copies and derivative works must follow the normalization rules and best practices of the <xmlLegal> Schema Framework. A schema may be modified and extended if it is not "frozen." A schema is "frozen" when an instance document based on the schema is published in a non-test environment.

3.2.2. New Version Required if Schema is Frozen

If an <xmlLegal> Schema is "frozen" Users must copy the "frozen" schema into a new namespace before making derivative works. The new version may be modified and extended provided it is normalized based the rules and best practices of the <xmlLegal> Schema Framework.

3.2.3. Publication Required

A new schema in new namespaces must be published to Licensor if instance documents based on the schema are published outside User's organization.

3.3. Right to Publish Schemas in Repository

User may store and publish <xmlLegal> Schema is repositories that conform to the rules and best practices of the <xmlLegal> Schema Framework.

4. Restrictions

4.1. Attribution

Licensor of licensed works must be identified on the Work itself or from a reference from the Work to Licensor. Any User who republishes licensed works must preserve the name of Licensor or a reference to Licensor. Nothing in this License shall work to disenfranchise Licensor if such parties are not listed on the work.

4.2. Perpetuation of General Public License

User may only copy and distribute unmodified copies of licensed works, in any electronic medium, provided User binds any new User to this License by conspicuously and appropriately publishing on each copy of the licensed works or on any software developed around the licensed works either (a) the entire text of this License or (b) a link or reference to this License at http://www.xmllegal.org/Legal/GeneralPublicLicense.htm. Users may also bind new Users by contract. 4.6. Stylesheets

Licensors of Style Sheets retain all right, title, and interest in Style Sheets external to an XML instance. Style Sheets may not be used, copied, or redistributed without the consent of the Licensor.

Users of XML Documents that include internal Style Sheets in the same electronic file may use, copy, and redistribute Style Sheets within an XML Document.

4.7. Documentation

The Licensor of Documentation retain all right, title, and interest in Documentation describing licensed works. Documentation may not be copied or republished without the consent of the Licensor.

5. Confidentiality

User acknowledges that licensed works are valuable intellectual property of Licensor and Licensor retains all intellectual property rights and title (including any copyright, trademark, patent and other rights) in and to all of Licensor's and its confidential information, trade secrets or other proprietary information, licensed works, and any additional documentation and the ideas, concepts, techniques, inventions, processes, software or works of authorship developed, comprising, embodied in, or practiced in connection with the licensed works, including without limitation all modifications, enhancements, and upgrades. Licensed works, as well as ideas and intellectual property embodied in them, in whole or in part, are otherwise confidential and may not be used, copied, or redistributed beyond the terms of this License.

6. Special Provisions

This License is intended to set forth basic terms that can be used and modified for different development environments. Certain individuals or organizations may desire to modify terms of this License to achieve a policy tailored for specific needs. LICENSOR SHALL NOT BE LIABLE FOR DAMAGES OF ANY KIND, INCLUDING BUT NOT LIMITED TO ANY DIRECT, INDIRECT, SPECIAL OR CONSEQUENTIAL DAMAGES ARISING OUT OF ANY USE OF THE LICENSED WORKS.

7.2 Use of <xmlLegal> Name and Marks

The <xmlLegal> name and trademarks may NOT be used in advertising or publicity pertaining to the products without specific, prior written permission of Licensor. Any Product built around Licensed Works may not be called "xmlLegal", nor may "xmlLegal" appear in its name, without prior written permission of Licensor. 7.3 Governing Law

The terms and conditions of this License are governed by the laws of the State of Georgia, U.S.A., without reference to conflict of law principles.

7.4 Severability

If any provision of this License shall be found a court of competent jurisdiction to be illegal, invalid, or unenforceable in any respect, such provision shall not invalidate or render unenforceable this entire License, but rather this License will be construed as if not containing the particular illegal, invalid, or unenforceable provision.

7.5 Export Compliance and Foreign Reshipment Liability
